[Buildroot] Adding Board support

I'm working with an evaluation board and buildroot and have done a first
pass at adding support for this board.  I have a couple of questions
that I was hopeing somebody here could answer or point me to the correct
forum.

1. The directories under target/device, are they layed out by board
vendor, or processor vendor?

2. What is the best way to go about getting something like this
incorporated into the regular distribution?
