[Buildroot] busybox date -> strftime in uclibc ?

Hi
 
I tried to discover why the result of date is not ok
it seems date call strftime, 
 
i tried 
 
export LC_TIME="en_US.UTF-8"
export TZ=UTC
 
but without luck
 
date is still showing wrong data :
 
# date
at at 14 01:14:18 UTC 2009
#
# date -R
at, 14 at 2009 01:14:32 +0000
 
What is wrong ?
 
bb is 1.13.3 uclibc 9.30.1
