Logins as root are not normally allowed unless you explictly set that
the 'PermitRootLogin' option in your sshd_config.

That's another option, see 'PermitEmptyPasswords'.

In general, yes. Don't know what you're planning to do, but from a
security standpoint, you shouldn't work and login as root. Rather use
sudo.
