[Buildroot] [git commit] toolchain: add SOCK_CLOEXEC and SOCK_NONBLOCK support to uclibc 0.9.31

Add SOCK_CLOEXEC and SOCK_NONBLOCK support to uclibc 0.9.31.
Required for modern versions of udev.
