[Buildroot] problem creating package : download fails ! (buildroot appends netpbm-10.35.83.gz

In that case you should create a host package. The call to AUTOTARGETS
should be:
$(eval $(call AUTOTARGETS,host))
and your commands should begin with HOST_...
