[Buildroot] [PATCH 02/10] packages: add infrastructure for virtual packages

The virtual-package infrastructure allows to easily define a
virtual package in a single line:

    $ package/some-virtual-package/some-virtual-package.mk:
    $(eval $(virtual-package))

And that's all. :-)
