[Buildroot] 'motion', a software motion detector

Dear buildroot.

 I made a new package for 'motion'.

 It compiles and basically works (caught the cat) on my ARM iMX233 system
with an USB camera. I use 'master'-buildroot a couple of weeks old.
 I will not have time to do further testing in the next 3 or more weeks and
will therefore not sign off a patch right now unless there is interest in
the community.
 There are many options to be tested specially related to SQL and also with
'jpeg-turbo'.
