This commit adds the 'docopt' python module, version 0.6.1.
Original source is: https://github.com/docopt/docopt
Since docopt stands on its own, only the .py file and the license is
added, other files from github are skipped.

The __init__.py file is added to allow treating docopt as a package (and
thus keep the files in a separate directory).
