I tested test-pkg with the following as checkpolicy depends on
libsepol/libselinux:
BR2_PACKAGE_HOST_CHECKPOLICY=y
BR2_PACKAGE_CHECKPOLICY=y
BR2_PACKAGE_LIBSEMANAGE=y
