I thought gst/gl/gl.h was provided by gst1-plugins-base not OpenGL ES right?
That should get built based on this and not OpenGL ES AFAICT:
BR2_PACKAGE_GST1_PLUGINS_BASE_LIB_OPENGL_OPENGL
