[Buildroot] [PATCH] package/opentracing-cpp: needs dynamic library support

opentracing-cpp requires dlfcn.h from src/dynamic_load_unix.cpp.
This file is compiled unconditionally.

Disable opentracing-cpp on BR2_STATIC_LIBS configurations.
