Try 'GST_DEBUG=*:3 gst-launch-1.0 ...' to gain more error info...

Try to enable
BR2_PACKAGE_GST1_PLUGINS_BAD=y
BR2_PACKAGE_GST1_PLUGINS_BAD_PLUGIN_VIDEOPARSERS=y
the gst1-plugins-bad h264parse element is hidden there...
