[Buildroot] Sending patches from China

 Hi all,

 赵建辉 drew my attention to the problem that many mail services are blocked in
China. Apparently, it is possible to send mail through a web interface, but SMTP
is difficult.

 Does anyone know a good workaround for this issue?

 If there is no easy workaround, I think we'll have to allow patches as
attachment for these cases. They're at least better than whitespace-damaged
patches... If so, we should probably update the manual with this information.
