[Buildroot] [PATCH] package/policycoreutils: Install scripts folder

In the Buildroot context, we need the policy to be correct when the
filesystem is generated, as I explained in my reply to your
corresponding patch.

However, I can see a case where people are adding/changing files at
runtime on a live device, and they may want to be able to relabel
their systems. So, they will need this script.
