[Buildroot] [PATCH] package/libgpiod: bump to version 1.6.2

[Michael Nosthoff]

Version 1.6.2 now builds against headers >= 4.8.x. (Previously 5.5 was
required). Functionality might still be limited depending on the kernel version.

* altered note on updating
* disable building of tests
