[Buildroot] [PATCH] package/cups: install D-Bus config file cups.conf

When CUPS is built with D-Bus enabled,
install cups.conf under /usr/share/dbus-1/system.d
as it already happens in other packages that have D-Bus configs
e.g. dnsmasq, wpa_supplicant etc.
