Sure, we need to make a decision together.

The patch series provided by mesa-libclc only contains 8 useful commits that
apply cleanly on libclc sources 22.1.8.

Julien is working on llvm 23 version bump and the list of useful commit is even
smaller [1]

At least, a comment should be added to libclc package to check any new commit
from mesa-libclc repository.
